This is a relatively common and sometimes frustrating problem. In the majority of situations, it is more related to behavioural or gear fit issues but there are certainly some veterinary medical issues that have to be considered. The most obvious cause is going to be anticipation of some form of pain and so the horse needs to be thoroughly examined to look for possible causes.
